HOW TO BE A RESPONSIBLE HEAT PUMP INSTALLER
Contractors working in our programs should:
- Complete an onboarding session with Abode Energy Management
- Complete a Manual J for both partial and whole-home systems
- Utilize NEEP’s ccASHP database to better size and select equipment
- Check the relevant MLP’s equipment eligibility requirements and rebate process before proposing a system
- Participate in industry conferences and relevant training sessions to stay up to date with HP evolution
- Remain in good standing within our MLP programs by being responsive, flexible, and highly communicative with customers and Abode
A 45-60 minute conversation for contractors about the rebate process, program best practices, and the participating contractor list. We will cover the pre-approval and install-QA forms in detail during this time.

The HVAC industry is transitioning away from R410A refrigerants and to A2L refrigerants, like R-454B and R-32, to comply with the U.S. Environmental Protection Agency (EPA) regulations. Hover for details.
Beginning January 1, 2026, the EPA ruling prohibits the installation of new HVAC systems with a Global Warming Potential (GWP) >700. The Mass Save Heat Pump Qualified Product List will be removing any R410 refrigerants to align with the new standard. Similarly, all systems selected using the NEEP ccASHP Qualified Product List must be selected using the “All A2L” or other A2L refrigerant selection (e.g., R-454B, R-32) to align with EPA's new transition rule. Models with R410A refrigerant will no longer be eligible for rebates when installed on or after January 1, 2026. Invoices for installations using R410A refrigerants will need to list an install date of December 31, 2025 or before to qualify for a rebate.
BRAINTREE ELECTRIC REBATES
The qualifying equipment and rebate application process between BELD’s program and the Mass Save program are different, so please be sure to familiarize yourself with the eligibility requirements before installing any equipment.
REBATE REQUIREMENTS
In order to qualify for a rebate, an outdoor condenser unit must be installed on a stand providing at least 12" of ground clearance to the base of the condenser unit (unless the unit is adequately shielded against snowfall from the top and sides).
In order to be eligible for a rebate through Braintree Electric Light Department, the project must adhere to Abode’s review process.
There are three main requirements to be aware of:
PRE-APPROVAL FORM (OPTIONAL)
Optionally, the Pre-Approval form can be completed by the contractor prior to installation. Once you have decided on a contractor and heat pump proposal to move forward with, if you would like to confirm eligibility for rebates prior to install, your installer can submit the Optional Pre-Approval Form. This form includes equipment information for the proposed heat pump system(s). Abode will verify whether the equipment meets the efficiency requirements to qualify for the MLP's rebate.
If you have multiple proposals and have not decided yet on a single proposal, rather than submitting multiple pre-approvals, we ask that you instead submit a "Quote Review" to Abode; see above for consultation offerings to submit quotes.
INSTALL QA FORM
The Install QA Form must be completed after install by the contractor. In addition to requiring information on the home and the installed system(s), the form also requires a paid invoice and photos of the installed equipment.
ABODE REVIEW
Once Abode has received the two forms from the contractor, we will review the install and provide documentation to BELD to process the customer’s rebate. No additional action is needed by the customer or contractor unless Abode reaches out directly to request additional information.
QUALIFYING PRODUCTS
Ductless mini-split cooling-only units are not eligible. Tons are calculated based on AHRI cooling capacity (95F) divided by 12,000 BTUs. This value can be found on the AHRI certificate. Rebate amount based on tons.

CONCORD MUNICIPAL LIGHT REBATES
IF YOU HEAT YOUR HOME WITH NATURAL GAS:
Mass Save is now offering rebates for Concord households and businesses that currently heat with natural gas if they switch to heat pumps between January 1, 2023 and December 31, 2023. Mass Save provides rebates of $10,000 for air-source heat pumps used as a home’s sole source of heating and $1,250 per ton of capacity for air-source heat pumps used for partial home heating. Partial home rebates are contingent upon installing integrated controls. Mass Save also provides rebates of $15,000 for ground-source heat pumps used as a home’s sole source of heating and $2,000 per ton of capacity for ground-source heat pumps used for partial home heating. Generous rebates for businesses switching from gas heating to heat pumps are also available. Go to Mass Save’s website for more information.
IF YOU HEAT YOUR HOME WITH OIL, ELECTRICITY, OR PROPANE:
For customers who do not heat with gas, CMLP provides rebates of $10,000 for air-source heat pumps used as a home’s sole source of heating and $1,250 per ton of capacity for air-source heat pumps used for partial home heating. Whole home rebates are contingent upon the new equipment satisfying 90-120% of the home’s heating load. Abode highly recommends the submission of the Optional Pre-Approval form to confirm eligibility. Partial home rebates are contingent upon installing integrated controls. CMLP also provides rebates of $15,000 for ground-source heat pumps used as a home’s sole source of heating and $2,000 per ton of capacity for ground-source heat pumps used for partial home heating. In order to be eligible for a rebate through CMLP, the project must adhere to Abode’s review process. There are five main steps to be aware of; see “Rebate Requirements” section below.
REBATE REQUIREMENTS
In order to be eligible for a rebate through CMLP, the project must adhere to Abode’s review process.
STEP 1: HOME ENERGY ASSESSMENT
If the home was built before 2008, a no-cost home energy assessment must be completed within the previous three years or within six months after heat pump equipment is installed. Outbuildings are exempt from the home energy assessment requirement.
STEP 2: PRE-APPROVAL FORM (OPTIONAL)
Optionally, once a homeowner has decided on a contractor and heat pump proposal, the Pre-Approval form can be completed to confirm eligibility for rebates prior to install. This step is highly recommended for whole-home heat pump projects.
The Optional Pre-Approval form requires equipment information for the proposed heat pump system(s) and Abode will verify whether the equipment meets the efficiency requirements to qualify for the MLP's rebate.
If a homeowner has received multiple proposals from different contractors and has not decided which project to move forward on, we ask that you submit a "Quote Review" to Abode; see above for consultation offerings to submit quotes.

STEP 3: ELECTRICAL PERMITS
3A. An electrical permit must be issued for the project, and the Town of Concord’s electrical inspector must inspect and approve the installation following completion. The permit can be obtained online through Concord’s Town Building Department and the inspection can be scheduled by the contractor by calling 978-318-3280. CMLP will verify that the project has passed inspection. One requirement of the electrical inspection is that there must be an outdoor outlet within 25 feet of the outdoor unit (Concord requires this so that a technician can plug in their equipment and service the ASHP system even if the homeowner is not at home). If an outlet is not present already, the contractor’s electrician must install one.
3B. If the project requires sheet metal ducting work that goes beyond minor repairs, a sheet metal permit must be issued for the project. Examples of projects that require a sheet metal permit include installation of new ducting or replacement, significant repairs or changes to existing ducting. The Town of Concord’s inspector must have inspected and approved the installation. CMLP will verify that the project has passed inspection.
STEP 4: INSTALL QA FORM

The CMLP rebate application is required to be submitted within 90 days of project completion. As of March 20, CMLP’s 90-day rebate application window begins on the latest of:
- Concord Building Department’s electrical inspection approval date or
- Concord Building Department sheet metal inspection approval date (applicable if the project requires sheet metal ducting work that goes beyond minor repairs)
Projects for which CMLP does not receive an application within the 90-day window are not eligible for a rebate.

HEAT PUMP QUALIFYING PRODUCT LIST
Equipment must be listed on Mass Save’s Heat Pump Qualifying Product List (HPQPL). Qualified installers should be familiar with this list and able to confirm that proposed equipment qualifies. Abode will also confirm that equipment qualifies when completing pre-approval.
WHOLE HOME VERIFICATION FORM
INTEGRATED CONTROLS QUALIFIED PRODUCTS LIST
Partial home rebates require the installation of integrated controls when the existing heating system is oil- or propane-fired. The integrated control model must be from Mass Save’s Integrated Controls Qualified Product List.

The contractor must file for the relevant electrical permit(s) through the Town of Hingham’s Building Department by calling 781-741-1420.

REBATE APPLICATION
The online rebate application must be completed by the homeowner following install. The form will ask for your utility account information and will also require a copy of the Abode Quality Assurance Form provided after approval, a paid invoice, and the installed system’s AHRI certificate(s).

INCENTIVE ADDERS
Weatherization
– $500 weatherization adder if completing insulation along with heat pumps (in addition to the standard weatherization rebate, which is 50% of insulation project costs up to $1,000)
Whole-Home Heat Pumps
– $1,000 adder for whole-home systems; residents must attest on the rebate application that their new heat pump system will heat 100% of their building’s load for the entire year, without any use of the pre-existing fossil fuel heating system.

RULES & REQUIREMENTS
- Energy audit required within the last 3 years.
- Residential customers are limited to one rebate per calendar year. If completing a project over multiple years, the rebate cap still applies.
- If completing a project over multiple years, there is still a maximum of $2,000 per household. Cannot exceed $2,000 total.
- Heat pumps installed as part of a new construction or new addition project do not qualify for a rebate. Heat pumps must be installed to offset or replace an existing less-efficient heating system in order to qualify for a rebate.
NORWOOD LIGHT REBATES
NMLD is offering rebates on qualifying air source heat pump installations for customers who do not heat with natural gas. Natural gas customers are eligible for Mass Save’s residential air source heat pump program.
The NMLD air source heat pump rebate program is divided into two categories – whole-home and partial-home. Complete eligibility requirements can be found on the ENE NMLD webpage. Optional pre-approvals are highly recommended, especially for whole-home projects.
The qualifying equipment and rebate application process between NMLD’s program and the Mass Save program are different, so please be sure to familiarize yourself with eligibility requirements before installing any equipment.

Whole-Home Requirements
Home Energy Assessment dated within 3 years of installation
Completion of weatherization recommendations and required weatherization quality assurance approval (Homes built 2000 or later are considered fully weatherized and do not require an Abode inspection)
Per ACCA Manual J Design Conditions, systems must be properly sized to meet 90-120% of the total heating load at the outdoor design temperature throughout 100% of the conditioned space. Contractors can optionally submit a manual J heat load calculation via pre-approval but must submit it in the required post-install QA form.
Multi-unit buildings have additional restrictions. Please reference the following table to determine your unit’s eligibility for NMLDs air source heat pumps.

READING MUNICIPAL LIGHT REBATES
Customers who heat their homes with natural gas qualify for Mass Save® heat pump rebates and are not eligible for heat pump or weatherization incentives through RMLD. The qualifying equipment and incentive application process between RMLD’s program and the Mass Save program are different, so please be sure to familiarize yourself with the eligibility requirements before installing any equipment.
RMLD has three incentive options for customers:
Option 1: Whole-Home Heat Pump Rebate
Option 2: Whole-Home Heat Pump Zero-Interest Loan
Option 3: Partial-Home Heat Pump Rebate
Note: Standalone weatherization incentives are not available.

All three incentive options require the home to be sufficiently weatherized before heat pump installation. Sufficient weatherization can be demonstrated by satisfying either of the following requirements: (A) Home was built in 2010 or later (B) Weatherization recommendations made in 2013 or later have been completed.
Weatherization requirements apply to insulation, ventilation, and air sealing measures only.

Old Program (March 4th, 2025 and earlier)
Customers that have already had a consultation with Abode but have not submitted final documentation to RMLD by March 4th, 2025, are considered "in progress." These "in progress" customers are eligible to be informed and switch to the updated incentive program effective March 5, 2025 if they so choose. RMLD will need written confirmation of their intent to switch to the updated incentive program. This would require weatherization measures to be undertaken, if they have not already been installed to be eligible for the new incentive program. This includes applications that are currently in progress by Abode but have not yet been submitted to RMLD.
For customers who are "in-progress" and do not explicitly forgo their previous applications for the new program (met with Abode and or installs pre-approved before March 5, 2025) must still have both of the following submitted: (A) RMLD Customer Rebate Application (B) Install QA
WHOLE-HOME REBATE REQUIREMENTS
Customers must incorporate weatherization into their heat pump project to ensure the system is sized correctly and optimized for efficiency. The heat pump installation must account for weatherization improvement recommendations or installation.
The Incentive application must be completed by the homeowner and contractor BEFORE heat pump installation detailing weatherization and heat pump proposals.
Whole-Home incentives require that system(s) must be designed to condition 100% of the home’s living space by volume and supply between 90-120% of the heating load at the correct design temperature for the home’s location. A Room by Room Manual J Calculation is the best practice for determining heating load and must be completed by your contractor.
The existing heating and cooling system must be disconnected, and the heat pump must be used as the primary heating and cooling system moving forward. This requirement does not apply to domestic hot water heating.
Whole-Home projects are eligible for incentives on weatherization, 50% of the cost covered up to $3,500 (excluding tax).
Air Source Heat Pumps must be listed on the Qualified Product List
To qualify for a rebate, an outdoor condenser unit must be installed on a stand providing at least 12″ of ground clearance to the base of the condenser unit (unless the unit is adequately shielded against snowfall from the top and sides).
For non-gas-heating customers, to be eligible for a rebate through RMLD, the project must adhere to Abode’s review process.
There are four main requirements to be aware of:
VIRTUAL CONSULT WITH ABODE - REQUIRED
Abode Energy Management (Abode) provides no-cost consultations to RMLD customers. Your specialist will guide you through the RMLD heat pump and weatherization program, providing project support as you evaluate your options and next steps. Completing the no-cost consultation is the required first step to accessing RMLD incentives.
PARTICIPATING WEATHERIZATION CONTRACTOR SCOPING VISIT - REQUIRED
Customers are required to work with an approved weatherization contractor to qualify for RMLD incentives. Abode will provide the approved contractor list after the required consultation is complete. Approved weatherization contractors help determine exactly what weatherization improvements should be made to the home. Participating weatherization contractors follow standardized scoping guidelines and pricing aligned with statewide programs, ensuring customers only need to receive one comprehensive work scope. Abode will review the project for approval before installation starts.
Weatherization requirements apply to insulation, ventilation, and air sealing measures only.
INCENTIVE APPLICATION – REQUIRED PRIOR TO INSTALL
The Whole-Home Incentive application must be completed by the homeowner BEFORE heat pump project installation. After you have chosen which heat pump quote or proposal you plan to move forward with, submit this program application before you install the heat pump system to make sure that you meet the program requirements.
Be prepared to submit the following with your application, many of which can be provided by your selected installer:
- Date on which you had an Abode virtual consult
- Weatherization quote/proposal or Invoice
- Heat pump quote/proposal
- AHRI number for each heat pump system being installed
- Room by Room Manual J Calculation showing proposed system(s) are designed to condition 100% of the home’s living space by volume and supply between 90-120% of the heating load at the correct design temperature for the home’s location.
- Home energy assessment if applicable and available
PLEASE NOTE: Do not initiate work or installation of heat pump(s) until you receive preliminary approval of your Incentive application from the RMLD/Abode.
Your rebate will not be fully processed and approved until the RMLD/Abode reviews the Post-Installation QA Form submitted by your installer. Additionally, the contractor must ensure that the Town Wiring Inspection is completed and reported to RMLD.
INSTALL QA FORM - REQUIRED
Note: Participating weatherization contractors must complete a separate post-installation quality report. Weatherization work may be subject to an on-site inspection.

TAUNTON MUNICIPAL LIGHT REBATES
*NOTE: Customers who heat their homes with gas now qualify for Mass Save heat pump rebates and are not eligible for this rebate through TMLP.
The qualifying equipment and rebate application process between TMLP’s program and the Mass Save program are different, so please be sure to familiarize yourself with the eligibility requirements before installing any equipment.
TMLP’s heat pump rebates for non-gas-heating customers are limited to one rebate per customer regardless of the number of locations and while funding lasts.
To access the TMLP heat pump rebates, residents must prove their home is sufficiently weatherized. Sufficient weatherization can be demonstrated by satisfying at least one of the following requirements: (A) home was built during or after 2000, (B) Home Energy Assessment report indicates less than $1,000 worth of weatherization recommended, or (C) weatherization recommendations made during or after 2012 have been completed.

Beginning January 1, 2026, the EPA ruling prohibits the installation of new HVAC systems with a Global Warming Potential (GWP) >700. The Mass Save Heat Pump Qualified Product List will be removing any R410 refrigerants to align with the new standard. Similarly, all systems selected using the NEEP ccASHP Qualified Product List must be selected using the “All A2L” or other A2L refrigerant selection (e.g., R-454B, R-32) to align with EPA's new transition rule. Models with R410A refrigerant will no longer be eligible for rebates when installed on or after January 1, 2026. Invoices for installations using R410A refrigerants will need to list an install date of December 31, 2025 or before to qualify for a rebate.

WAKEFIELD GAS & LIGHT REBATES
REBATE REQUIREMENTS
In order to qualify for a rebate, an outdoor condenser unit must be installed on a stand providing at least 12" of ground clearance to the base of the condenser unit (unless the unit is adequately shielded against snowfall from the top and sides).
HEAT PUMP WITH INSULATION: When installing heat pumps and insulation together (within a 3-month period), customers may be eligible for WMGLD’s enhanced bundle rebate. It is important to note that insulation must be of $1,000 or greater value, and performed by a contractor to be eligible for this bundle.
HEAT PUMP REPLACING FOSSIL FUEL: WMGLD offers an increased incentive for a complete replacement of your old fossil fuel heating system with a whole home heat pump system. Customers must consult first with Abode (WMGLD’s no-cost heat pump consultant) and NextZero (WMGLD’s no-cost energy audit partner) to be eligible for rebates. Insulation is not necessary to take advantage of the enhanced heat pump rebates for this offering.
Requirements: Physically remove from the location – Customers can choose to disconnect and physically remove their old system from the location. OR. Disconnect system – Alternatively if customers do not physically remove the system, customers can disconnect their old fossil fuel system. Pre-existing system must be disconnected from electric panels and must have fuel lines disconnected and capped.
In order to be eligible for a rebate through WMGLD, the project must adhere to Abode’s review process.
There are four main requirements to be aware of:
HOME ENERGY ASSESSMENT (OPTIONAL)
A no-cost home energy assessment is optional, but highly recommended. This home energy assessment can be scheduled through the NextZero program by contacting the hotline at (888) 333-7525.
PRE-APPROVAL FORM (OPTIONAL)
Optionally, the Pre-Approval form can be completed by the contractor prior to installation. Once you have decided on a contractor and heat pump proposal to move forward with, if you would like to confirm eligibility for rebates prior to install, your installer can submit the Optional Pre-Approval Form. This form includes equipment information for the proposed heat pump system(s). Abode will verify whether the equipment meets the efficiency requirements to qualify for the MLP's rebate.
If you have multiple proposals and have not decided yet on a single proposal, rather than submitting multiple pre-approvals, we ask that you instead submit a "Quote Review" to Abode; see above for consultation offerings to submit quotes.
INSTALL QA FORM
The Install QA Form must be completed after install by the contractor. In addition to requiring information on the home and the installed system(s), the form also requires a paid invoice and photos of the installed equipment.
REBATE APPLICATION
If you are applying for WMGLDs enhanced Heat Pump rebates, please fill out the enhanced rebate application. For the whole-home heat pump rebate, if the home was constructed before January 1, 2013, the customer must have received a home energy audit within the past 3 years and before the heat pump system is installed.
Whole-home projects will also be eligible for an Increased weatherization rebate of 50% of project costs up to $2,500. If applying for the whole-home rebate and increased weatherization incentives, weatherization measures must be completed within 6 months of heat pump installation.
System(s) must be designed to condition 100% of the home’s living space by volume and supply between 90-120% of the heating load at the correct design temperature for the home’s location. A Manual J calculation is the best practice for determining the heating load and must be completed by your contractor.

If you are planning on installing a heat pump or mini-split system as your primary heating system, sized to provide 90% to 120% of your home’s heating requirements, consider applying for WMLP’s Whole-Home Heat Pump Rebate program instead of this partial-home rebate. The Whole Home Heat Pump rebate is higher and provides an increased rebate for home weatherization. The rebate application for the Whole-Home Heat Pump rebate must be submitted before the heat pump system is installed to make sure it meets the program requirements.

OLD REBATES
Customers who have already initiated their heat pump installations in their homes must apply through the WMLP’s old heat pump rebate program and complete their installations and submit their rebate applications and post-installation QA forms by December 31, 2024.
Customers who have not yet initiated their heat pump installations can apply for the WMLP’s: 1) new heat pump rebate program (effective August 15, 2024); or 2) old heat pump rebate program, provided they complete their installations and submit their rebate applications and post-installation QA forms by December 31, 2024.
