Required Step 1
Schedule No-Cost Home Energy Audit & Weatherization
Schedule your no-cost home energy audit through Energy New England (ENE). ENE offers free In-Home and Virtual Energy Audits that will evaluate your homeโs energy efficiency and provide consultation to identify opportunities for heating, lighting, and weatherization improvements.
If your Energy Audit recommends weatherization improvements, please visit the TMLP Weatherization page to get started on next steps.
If weatherization measures were identified at your no-cost home energy audit, customers must work with a participating weatherization contractor to determine exactly what weatherization improvements can be made to the home.
Recommended weatherization measures must be installed within 6 months (before or after) of the heat pump installation. If barriers are identified at the ENE Audit or during the participating weatherization contractor scoping visit, then they must be addressed before installing weatherization or heat pumps. Contact TMLP before moving forward.

Schedule Meeting with TMLP
Email the TMLP Saves team to schedule a call to review the TMLP incentive process. Your TMLP team member will review program requirements, rebate amounts, and any questions you may have.

Find a Participating Heat Pump Contractor
Get heat pump Installer quotes. Customers must work with an approved heat pump installer using the Participating Contractor List. Eligible Cold Climate Air Source Heat Pumps or Geothermal Heat Pumps must be on the Mass Save Heat Pump Qualified Product List (HPQPL).
Optionally connect with an expert at Abode for a no cost Heat Pump Quote Comparison service, allowing you to submit up to five quotes and receive an impartial evaluation to help you better understand and compare your options.
Step 4
Submit a Pre-Approval Application
Once you have decided on a contractor and heat pump proposal to move forward with, your installer can submit the Pre-Approval Form to confirm rebate eligibility prior to installation. Submitting this form is required if you are pursuing financing through TMLP Saves. For all other participants, submission is optional. The form includes equipment details for the proposed heat pump system(s), and Abode will verify whether the equipment meets the efficiency requirements to qualify for the MLPโs rebate.
If you have multiple proposals and have not decided yet on a single proposal, rather than submitting multiple pre-approvals, we ask that you instead submit a โQuote Comparisonโ to Abode; see Step 3.
Per ACCA Manual J Design Conditions, whole home projects must be properly sized to meet 90-120% of the total heating load at the outdoor design temperature throughout 100% of the conditioned space. A Manual J calculation by the contractor is required for whole-home projects.
Required Step 5
Submit a TMLP Saves Application
All rebate and loan participants must submit the TMLP Saves application to ensure program qualification through the Rebate and Incentive application portal. At this stage, you will receive the expected total value of your rebate and the required documentation to apply for the TMLP Low-to-No Interest Loan. Install & Rebate Processing
The participating heat pump and weatherization contractor/installer needs to submit Post-Installation Quality Assurance for review and final approval of the rebate by Abode and TMLP. Once approved, customers can expect to receive their rebate by mail within 6 to 8 weeks, provided all customer and contractor requirements are met.

*NOTE: Customers who heat their homes with gas now qualify for Mass Save heat pump rebates and are not eligible for this rebate through TMLP.
The qualifying equipment and rebate application process between TMLPโs program and the Mass Save program are different, so please be sure to familiarize yourself with the eligibility requirements before installing any equipment.
TMLPโs heat pump rebates for non-gas-heating customers are limited to one rebate per customer regardless of the number of locations and while funding lasts.
To access the TMLP heat pump rebates, residents must prove their home is sufficiently weatherized. Sufficient weatherization can be demonstrated by satisfying at least one of the following requirements: (A) home was built during or after 2000, (B) Home Energy Assessment report indicates less than $1,000 worth of weatherization recommended, or (C) weatherization recommendations made during or after 2012 have been completed.
Available rebates
The HVAC industry is transitioning away from R410A refrigerants and to A2L refrigerants, like R-454B and R-32, to comply with the U.S. Environmental Protection Agency (EPA) regulations.
Beginning January 1, 2026, the EPA ruling prohibits the installation of new HVAC systems with a Global Warming Potential (GWP) >700. Theย Mass Save Heat Pump Qualified Product Listย will be removing any R410 refrigerants to align with the new standard. Similarly, all systems selected using theย NEEP ccASHP Qualified Product Listย must be selected using the โAll A2Lโ or other A2L refrigerant selection (e.g., R-454B, R-32) to align with EPA’s new transition rule.ย ย Models with R410A refrigerant will no longer be eligible for rebates when installed on or after January 1, 2026.ย Invoices for installations using R410A refrigerants will need to list an install date of December 31, 2025 or before to qualify for a rebate.

*Must use the IRS tool to qualify. For example, applying for rebate and loan in 2023, you must submit a copy of 2022 tax return. Older ones will not be accepted. TMLP will use the Commonwealth of Massachusettsโs Low and Moderate Income Qualification Chart as listed and updated on the mass.gov website.
